Qatar Institute for Public Finance

The QIPF marks a MENA-wide initiative aimed at actively tackling knowledge gaps, sharing expertise and best practice, in the public finance field. Offering research and training, the QIPF centers on building capacity and raising awareness around efficient and effective use of government funds.

Under the Qatar National Vision 2030 and in anticipation of the World Cup 2022, Qatar is enjoying unprecedented economic boon and diversification and the Qatar Finance and Business Academy (QFBA) is actively spearheading projects and initiatives that support this growth and empower private and public finance professionals to raise the bar in their fields. It equips public finance professionals in the MENA region with knowledge and skills via research based policy papers, knowledge exchange platforms, market intelligence and also provides access to international resources.

The key mission of QIPF is to promote efficiency in Public Financial Management in MENA countries through effective research and knowledge exchange along with building awareness and capacity in the region for Public Finance.

With its overarching vision to become a central knowledge, reform, education and policy enhancement hub for public finance professionals in the MENA region, the QIPF is a collaboration of 3 entities: the Qatar Ministry of Finance, the Qatar Finance and Business Academy and the Organization for Economic Co-operation and Development.

Qatar,s Ministry of Finance

The Qatar Ministry of Finance (MOF) is the central body responsible for the economy and public finances within the Government of the State of Qatar (“Qatar”). Under its umbrella fall several key functions, including the preparation and implementation of the state budget in alignment with the requirements of national development. The ministry also regularly undertakes reform initiatives to modernize Qatar’s resource allocation process. On a nationwide strategic level, it is responsible for the development of international relations between the State of Qatar and other countries and organizations in this area.

Organization for Economic Co-operation and Development

The Organization for Economic Co-operation and Development (“OECD”) is an international organization guided by a mission to promote policies that will improve the economic and social well-being of people around the world. It works with governments to understand what drives economic, social and environmental change. The OECD provides a forum in which governments can work together to share experiences and seek solutions to common problems. It allows governments to engage in informal policy discussion and exchange views and information, and to develop best practices that will promote developmental, economic and societal prosperity. Through its Working Party of Senior Budget Officials (SBO), the OECD assists governments in promoting aggregate fiscal discipline and long-term fiscal sustainability; the allocation (and reallocation) of resources to where they are most valued (and away from areas where they are less valued); and achieving greater efficiency and value for money in government operations

Through its partnerships and wide network of experts and capabilities, the QIPF’s scope of activities and responsibilities is three-fold - industry knowledge exchange platforms, research intelligence and capacity-building programs.

Public policy papers

Tailored analytical cross-country or country-specific research studies focusing on the issues faced in the MENA region/ country, featuring a comparisonwith practices in OECD member countries. In coordination with and under the guidance of the OECD’s network of senior budget officials, the QIPF’s research papers will tackle topics such as public financial management information systems, public investment management systems, results-based budgeting, expenditure frameworks and parliamentary roles in the budget process, treasury, accounting and accountability mechanisms etc.

Regional Seminars

In its role as the central knowledge exchange platform for the MENA region, the QIPF organizes research conferences and seminars in partnership with the OECD across the year. The conferences and seminars serve as forums for view and experience sharing among high-level fiscal agency officials in MENA as well as capacity-building in the fiscal sphere. As such, conference and seminar attendees also benefit from valuable and insightful market research and intelligence produced by the QIPF in collaboration with the OECD.

Fiscal Literacy Program

In its outreach to regional public finance officials and the larger community beyond the public finance field professionals, the QIPF, regularly engages the officials and citizens in a series of workshops. These fiscal literacy programs are aimed at improving the financial literacy through the introduction of tools and methodologies to tackle public financial management. Workshops are organized with a view of creating awareness of fiscal issues among government officials and, in a simplified format, to the public.Workshops for government officials are highly technical fiscal discussions and educational sessions.
